On Tuesday, Palestinian authorities proposed a supervised evacuation of Shifa Hospital, a sprawling complex that runs several city blocks in the heart of Gaza City. Gaza health officials and Hamas deny that. The military said soldiers were accompanied by medical teams and had brought medical supplies and baby food as well as incubators and other equipment. The White House in July had advanced $6.88 billion in funding from the Federal Transit Administration for the project. Schumer, Transportation Secretary Pete Buttigieg and New York Governor Kathy Hochul were among the officials who celebrated the start of construction in New York on the Hudson Tunnel Project. Buttigieg said Friday the Hudson Tunnel project will reduce traveler delays, support 72,000 jobs and generate $19 billion in economic activity. The project was debated in Washington for over a decade since the New York City-area rail tunnel was damaged when Superstorm Sandy flooded parts of the city. The 112-year-old rail tunnel carries 200,000 passenger trips per day on New Jersey Transit and Amtrak along the Northeast Corridor.

The projects will cost nearly $298 million and are designed to protect some of the region's most vulnerable communities. Both projects were formulated by the group Rebuild By Design, which was initiated by the U.S. Department of Housing and Urban Development in 2013, and New Jersey environmental officials. It calls for building 9,000 linear feet (about 1.7 miles or 2.7 kilometers) of flood walls, installation of flood gates and construction of berms and levees. They include planting more grass, trees and vegetation in urban areas to absorb rainfall and allow less runoff to flood streets and storm sewers. And as big as they are, the two projects starting Wednesday pale in comparison to huge flood control efforts being contemplated by the federal government.

Is this climate change, or just a particularly severe bunch of weather flukes happening in close succession due to the climate’s own natural variability? But climate change acts by loading the dice on many types of weather events. That shouldn’t be comforting; climate change could be playing a larger role than we expect in many of these events. Even without climate change, it would behoove us to catch up on their maintenance, or, where these dams are no longer truly needed, remove them. What we know about climate change and extreme weather should strengthen that motivation; what we don’t know should strengthen it even more.

A microgrid, a smaller version of the city's electrical power grid, went live last year in the iconic South Side neighborhood of Bronzeville. It's this kind of energy reform, said William Davis, the executive director of the Bronzeville Community Development Partnership, that should "start in the hardest-hit areas." Solar panels on several neighborhood buildings are also contributing power to the microgrid, integrating the zero-carbon energy into Chicago's grid system. Banks on wheels are an attempt to repair the gaps within the U.S. banking landscape, which disproportionately impact Black and Hispanic communities. Banks on wheels aim to offer at least a partial solution to the increasingly deserted banking landscapes in minority communities. BankonBuffalo's mobile branch is an attempt to bridge those access gaps. Bank deserts are any areas where there are no bank branches within 10 miles of its center, according to the U.S. Census Bureau.
